WASHINGTON — On September 1, 2008, Iraqi civilian authorities assumed responsibility for security in Iraq’s Anbar province, where Iraqi forces will now lead in security operations. This is a major victory in Iraq. While the difficulties in the province were widely reported during the process of its rehabilitation, the widespread media coverage of this stunning success has been totally absent.
